ASME PVHO penetrators

ASME PVHO-1-2007 1-7.6 (a) says: "Penetrators shall be constructed of material suitable for the intended service and compatible with the vessel shell material"
Still I have seen PVHO's (decompression chambers) made of SA516-60 plate with stainless steel penetrators welded in.

Please advice

With a properly qualified WPS, stainless is compatable with 516-70.
