ASME Code & Spot Welds, Quality and Fatigue Factors

What are the appropriate quality and fatigue factors for spot welds? The component is not bound to the ASME code, however, I am planning on using a quality factor of 0.3 & fatigue factor of 4 from the NG3000 for a plug weld. The factors for a plug weld would be used since it is a comparable to a spot weld. The component is 304L SS being resistance spot welded to a 304 SS. Any suggestions or ideas of other codes I should be looking at?
