ASME B31.3 Acceptable Fillet Weld Size 1

I was hoping some experts here can clarify the acceptable fillet weld size when it comes to ASME B31.3. I've been posing this question to various ASME B31.3 endorsed Inspectors but I don't get the feeling that everyone is on the same page. If the required fillet weld size on a slip on flange to pipe is 18 mm, what is the minimum acceptable filet weld leg and throat size? Some inspectors say that 18 mm is the minimum and others say that Chapter V, Fig 328.5.2A applies, which would be 18 mm x .707 = 12.7 mm as the minimum acceptable fillet weld size as per code. Your in put would be greatly appreciated. Thanks, Chuck.

This is more a contractual issue than a code issue.
A Design Engineer can stipulate an 18 mm fillet minimum but it must be reflected in the contract documents so the contractor can ensure they comply.
Otherwise, the contractor attempts to make 18 mm minimum but is allowed the flexibility of Fig 328.5.2A to ensure compliance.
Ask your inspectors who require 18 mm minimum to show you where in B31.3 it is referenced. Easy, end of story !

328.5.2 Fillet and Socket Welds. Fillet welds
(including socket welds) may vary from convex to
concave. The size of a fillet weld is determined as
shown in Figure 328.5.2A.
