Has ASME B31.3 2012 added WRC-497 requirement?

Why not buy the Standard and find out??
 
By inference, yes it has. Fabricated branch connections require engineering. WRC-497 gives you a method of calculating the adequacy of a proposed design.

Or you can hire an engineer to do a fine-grid FEA. That alternative makes $100 for the WRC look pretty cheap to me.
