Can you tell me what Boiler Code to use in reference to quarterly and annual Inspections & Testing of 25 psig HVAC hot water boilers.

Many insurance companies (that insure buildings having boiler rooms) can provide inspection guidelines for boilers. I would start there.

Try also your state L&I (License & Inspection) Bureau.
