Hi Anent:
Evidently you are not an ASIC designer. What is your actual
problem ? it is possible that some other solution would be
cheaper or simpler ( e.g. a microcontroller -- i.e. doing it in software-- a PLD or FPGA etc.

The more detail you can give, the more useful advices you
may get.

Static timing analysis is usually a part of any logic simulator and is essentially a roll-up of individual gate delays, setup, hold times, etc. You use STA to determine critical paths and maximum operational frequencies.
