ASD load combinations - offshore structures

According to ASCE/SEI 7, which AISC is referring to, the time-varying(environmental) loads are multiplied with 0.75. This is equivalent to DNV rules(Norwegian offshore rules) and seems reasonable.
I'am not that familiar with ASCE/SEI 7, but is this code intended for buildings and other onshore structures only?
Does anyone know if API or ABS has a guidance for ASD load combinations for offshore structures?

ASCE 7 is primarily for onshore structures. It is referenced to in the International Building Code (IBC). ASCE 7 and API codes are never used together or used for the same designs, that I'm aware of.

API has multiple codes for offshore structures. For example API RP 2A is for fixed offshore platforms. There are others depending on your needs. What are your needs? Look up American Petroleum Institute for more specific information. For now, API prefers service loads over ultimate loads.
