The above manual does not make it clear what the allowable stress intensities are for combined equivalent stress in a penstock. The penstock design examples do not indicate that higher stresses are acceptable in keeping with the allowable stress intensities given in Table 3-5 and Clause 3.4.11.4(last paragraph).

I have not seen ASCE. But you can get what you want in CECT (European Committee of Boier, Vessel and Pipework) on "Recommendations for Design, Manufacture and Erection of Steel Penstocks of welded Construction for Hydroelectric Installations (Jan'79 -Rev. '84). And force your clients to accept it!!(tough, but possible.)
