What is the correct way for calculating the wind load on the overhang using ASCE 7? I have gotten conflicting opinions about using the overhang wind load or adding the overhang wind load to the roof load.

I interpret ASCE 7-95 for overhang design to be investigated as 1)components and cladding 2)part of the transfer into the MWFRS

For the second part, I would take pressure to the bottom of the windward overhang (w/Cp=+0.8) in addition to the values given in Fig 6-3 & 6-4 applied to topside of overhang/roof.
Leeward overhang treated as part of leeward roof. Be careful for a roof with a slope>30 degrees.
