ASCE 7 Wind Load?

I am looking at a roof screen located on an existing building. Design is to be in accordance with ASCE 7-02. The bottom of the screen is going to be located 3’ above the existing roof. The screen is 128’ wide x 10’ high. The top of the screen is approx 30’ off the ground. Would this screen be considered a parapet? I believe the structure falls under 6.5.13 of ASCE7-02 but there is no real equation for components and cladding design in this section (for design of the “skin” attachment).

ASCE7-05 has a little more clarification in section 6.5.13… but again there appears to be nothing in reference to the design of components and cladding.

The screen is an appurtenance, not a parapet. A parapet is an integral part of the structure.

Treat the screen as a sign and transfer the reactions.

6.5.13 in ASCE 7-02 is 6.5.14 in 7-05....they apply.
 
I agree with Ron. Treat is as a sign. You will have to take into account that it is 30' off the ground when calculating qz.
 
This is exactly the same as a number of signs I have designed - yes treat it as a sign.
