ASCE 7-10 and Factor of Safety for Overturning 2

I'm checking the stability of a set of stacked CTI boxes using the Wind loads provided in Chapter 26 & 27 of ASCE 7-10. I'm using Equation #6 in Section 2.3.2 for my loading combination (0.9D +1.0W). The only analysis that I'm doing is checking the overturning force of the wind relative to the dead weight of the stacked boxes.

My question:

Do I still need to apply a FOS after reducing the Dead Loads resisting the overturing forces (0.9D)? If so, what FOS do I use, 1.5? 1.67?

If anyone can point me in the right direction I would greatly appreciate it.

Previous versions of ASCE 7 gave wind at service level and so we had a combination of 0.90D + 1.6W.
ASCE 7-10 gives wind at a strength level and therefore the combination of 0.9D + 1.0W. You don't have to apply any more factors on this combination.
The F.O.S. is already built into this combination.
