ASCE 7-05 Wind Design fo Sign Structures, What are B & L taken as?

When calculating R, the resonanat response factor, per asce7-05 6.5.8.2 Flexible structures, for a sign sturcture, what is B and L , would it be horizontal dimensions of the pole for a one pole sign? If a two pole sign structure would it be, pole dimension one way and out to out distance btween the two poles for the other dimension?
 
I would use B=width of the sign and h=distance to the top of the sign and L=0 or L=Lr. See Figure 6-20. Does this make sense for a resonance factor calculation? It looks like a lot of voodoo to me.
