When I design to ASCE 7-05 are (1)concurrent vertical seismic loads (sec 13.3), (2)Orthogonal Combination Procedure (sec 12.5.4) and (3) redundancy factor (sec 12.5.4) typically optional, only to be used when required by client specs or city/state codes.

Not sure what you are trying to determine. I would suggest contacting the local building code official and asking what they require for design.

There are not too many provisions which are "optional". Most States don't have the wherewithal to pick and choose specific items for deletion.

Most provisions are triggered by the Seismic Design Category of the structure. The designer may have the option to choose between a simplified or rigorous analysis method, but that is different than opting out.
