For the modification of PV values, is it possible for the equipment be located in a facility that is under control of the major hazard facility legislation per 2.2.5 (a)(iii) and also be located in an area where employees are not permanently stationed but may periodically visit for servicing per 2.2.5(c)(i)? This would effectively cancel out this modification term (3)*(1/3) = 1.

Is there anything in the MHF regs that says staff must be permanently stationed? if not them I guess you can discount in AS4343 for not permanently stationed staff.
Do the MHF regs or the plant safety case mention AS4343 at all and give it context or override it?
You might get more feedback in the AS/NZS forum This is more lawyering than engineering.
