AS 2129 Drilled Blind

Hey,

I'm wondering if anyone has seen any clause regarding drilling holes in blind flanges to AS 2129?
I've had a look through the forum and most queries are related to B16.5 flanges.
Looking for a reference similar to B16.5 Table 6 / ASME VIII Interpretation 1-01-105.

For reference, I'm looking at using an oversized flange on a steel line to mate with a HDPE line.

What's the size and rating of the flange?

That doesn't sound like a drilled blind to me.

Thanks for the replies - looking at matching IDs of the pipe, joining a 560 OD HDPE line to a DN 450 HDPE lined steel pipe. Plan is to use a DN 450 internally lined tee with a DN 550 blind flange (to mate to the 560 OD HDPE backing ring) drilled out to suit a DN 450 pipe OD. Rating will be Table H.
 
Don't take my word for it but, if a plate flange for a full size pipe does not require a hub, then a smaller hole does not need a hub. and if blind flanges are the same thickness as plate flanges then a blind flange can be made in a plate flange with any size hole.
 
That was my logic too but couldn't see anything specifically stating that.
