Argon/Co2 Active or not?

For the clarification of EN 2871-1 welding processes can any one help with the correct definition of AgCo2 gas as active or inert?, we use a mixture of 80/20 for welding
 
If the shielding gas is not 100% Ar or 100% He, then it is called active gas. AWS standards would be the official source for documentation, but welding gas providers like Praxair or Air Products have informtion on their websites, as does Lincoln Electric:
