Are Landscape Architects qualified to design water distribution? 1

I am reviewing a set of site plans submitted for a private development in South Georgia. The plans were designed by and Landscape Architect, and include water distribution and sewer collection. I have heard that a LA cannot design lines under pressure in the State of Georgia. Is this correct? I cannot find any GA rule or law stating the limits of design for a LA. Does anyone know where I could find this?

Probably not:

“Landscape architecture” means the performance of professional services, including, but not limited to, consultation, investigation, planning, design, preparation of drawings and specifications, and responsible supervision, all in connection with the preservation
or determination of proper land uses, natural land features, esthetics, planting plans, the shaping of land to produce the best functional and esthetic effect, and grading plans with determination of drainage. This term shall also include the consideration of environmental problems involving land areas, as such problems relate to the public health, safety, and welfare.

Most all Architect's I have dealt with either have Mech. E's on staff or work with an outside Mech. E. companies for those design factors.

Call the Georgia P.E. Board. I think this is way out of line for a landscape person.

Probably not, but kind of depends on what "include" means. It wouldn't be unreasonable to show where those lines are just to coordinate with other work, but the lines wouldn't normally be designed by the LA. Or another possibility would be if the work were exempt altogether, which I would have to research.

Thank you all for your input. Turns out that the LA will not be doing the water line design - that portion of the project has been subed to another firm. I do plan on calling the PE board to see if there are any legal restrictions on a LA's design capabilities. I've been told by them before that it's up to the local government to restrict who may and may not design for certain aspects of a project - that time I'd specifically called to ask about surveyors and this same issue. Is the LA even allowed to submit civil drawings? I thought they were restricted to landscape plans and irrigation plans.

I'm guessing this is a residential subdivision?
