April 2023 Manhattan Garage Collapse Followup

Following up on this closed thread, the investigation report just came out. https://gothamist.com/news/deadly-m...molition-structural-neglect-city-report-finds

"The extensive multi-agency investigation into this catastrophic collapse makes one point abundantly clear: this tragedy in the heart of Lower Manhattan was entirely preventable," Buildings Commissioner Jimmy Oddo said in a statement. "The reckless direction of these workers to remove bricks from the pier, together with the failure to report the issue to DOB, obtain the required construction permits, and install critical structural shoring, caused this building to come down."
 
If it wasn't so serious I would laugh at the structural/facia brick differential and the idea that the facia layer can be removed with impunity. I'm not saying that was the case here but by extension, uniformed removal of any course of multi-wythed brickwork is inane.
