I have come into some disagreement on how wind pressures should be applied to signs in accordance with ASCE 7-05. Some believe that the wind pressure should vary with elevation (used in older codes?) whereas other believe you use the max pressure (at the top of the sign) and apply it to the entire sign face. Does anyone have advice or references that can help clear up this issue?

Per ASCE 7-05 figure 6-20 and paragraph 6.5.14, it's the pressure at the top of the sign.
