Applicable ASME code Edition for Repair and Alteration ( R stamp jobs )

NBIC state that alteration and repair shall be according to the ASME code and edition "most applicable" to the work planned.

1) How do we decide the term " most applicable ".
2) If suppose the vessel is constructed in the 1960's. Can we run a code calculation with the latest edition of ASME code for the alteration.

I am familiar with the ASME BPVC code but not much with NBIC code. All answers are greatly appreciated.
