Apparent Pressures v At Rest

Would you consider apparent earth pressures for an anchored wall to be closer to at-rest or active? I have typically thought of them as more akin to active, but in thinking about it and how they they were originally developed it seems like they are somewhere in between, and depending on the stiffness of the wall closer to at-rest. What do other people consider apparent pressures to more closely resemble?
 
Have you ever reviewed any of the great texts that are available for anchored walls? I suggest that you might like to check out Peck Hanson and Thornburn page 461; or the Canadian Foundation Engineering Manual (I have 4th Edition).
