What is the publication name/number of "API standard for custody transfer". I have diesel/Naphtha on one skid and LPG on other skid.

Thanks

The only API stanfdards that I am aware fo that adress custody transfer are API Manual of Petroleum Measurement Standards (MPMS) and API 2530.

API 1101 PD meters
API MPMS chapters 5.3 liquid turbine meters, 6.1 Lease Automatic Custody Transfer, 6.7 viscous hydrocarbons, 8.1 sampling, 14.1 gas sampling, 18.1 small crude tanks, API Spec 11 LACT units, etc.

LPG piping is confusing.

Since my scope is only loading skid and its 275 psi @ 330 gpm. Is 3" Sch 80 is appropriate. I didn't see anywhere where if the welds on pipes need to be API 1104 other than it should comply ASME Boiler & PV code, section IX.

Mechanical design is not covered in the API measurement section. The piping can comply with ANSI B31.3 or 31.8, your choice, when it comes to welding and strenght. The dimensions for the piping is what the API MPMS get concerned with.
