I have a question about API RP -754 .Process Safety Metrics Guide for Leading and Lagging Indicators

Is there any interpretations for recordable injuries. The standard just defines it as

Recordable Injury
A work-related injury that results in any of the following: death, days away from work, restricted work or transfer to another
job, medical treatment beyond first aid, loss of consciousness, or a significant injury diagnosed by a physician or other licensed
health professional. This is an abridged version of the definition used to report days away from work injuries for OSHA.

But this is a Process safety standard. We had an injury in a non-road vehicle. Now the vehicle was not a car. It was a piece of heavy equipment that was being moved unrelated to performing any work on the process itself (in fact it was not near the process equipment at the time of the incident) but was on the processing site property. This equipment is not standard equipment for anything other than industrial facility. And under OSHA it is definitely work related injury in that we employee the person to drive this piece of equipment. To me it adds no value to track it under process safety KPIs. It over inflates the numbers.

should we record and report it as a Tier 2 event as part of our voluntary reporting program. Thoughts or guidance
