In API code for designing foundations for machinery(Pumps) there is a code requirement that the width of foundation should be atleast 1.5 times the dist from base to Centerline of Machinery. Is the base the bottom of concrete or the base plate of the machinery

The referenced code is RP API 686

Could be for either, but is supposed to be the width of the concrete foundation. 1.5 x dist to CL is scaleable and could serve as a typical recommendation for a minimum foundation width (for dynamic machinery or not), whether it be for a steel skid, or for a concrete base. It would provides reasonably good stability against overturning.
