API 6D Across Multiple Manufacturing Sites

Hi,

I was hoping for guidance on the following scenario:

A manufacturing facility is trying to gain API 6D and Q1. This facility is purely operations, no design-engineering function is in place at this facility.
The Design Authority is based in another country, but is part of the same group of companies, and has full engineering control.

If the manufacturing site wants the API Monogram, then would the Design Authorty also need to apply for an API cert? (I'm thinking along the lines of Change Control, R&D etc).
