API-653 Hydrotesting Required - bottom-shell weld repair

Under API-653, 12.3.1 When Hydrostatic Testing is required, then 12.3.1.2.e. It states "When removal and replacement of any part of the weld attaching the shell to the bottom or to the annular plate ring."

But then under 12.3.2 When hydrostatic Testing is Not Required. See 12.3.2.4.1.a. and b. gives examples of Shell to Bottom Shell Repairs that can be made without needing to hydrotest afterwards.

Which is it? Can we make shell to bottom weld repairs (in accordance to 12.3.2.4.1.a or b.) without having to hydrotest the tank afterwards?

We have 2 A.I.'s that have differing opinions.

It looks like part of the language referenced was deleted by Addendum 2. You might check if that eliminates the problem.
 
Addendum 4 moved some of the langauge around. He's what it means... removal and replacement of shell-to-bootom weld is a major repair that triggers a hydro. But, there are specific hydrotest waiver procedures that may be employed IF a long list of additional requirements are met. The list includes obtaining engineering approval, management approval, having materials of adequate toughness at the DMT and the use of additional NDE. Obviously on of your AIs is wrong and gotta figure out which one.

Looking at Addendum 2 (Dated Nov 2005), I can see where this contradictory information was revised. Which addendum 4 is being refered to here in the second repsonse? December 1999? Or is there another Addemndum 3 and 4 that I do not have. We obtain our API documents from IHS and I have just downloaded the Addendum 2 - but do not see any higher addendums listed. Where can I find out what is the latest edition that is currently in effect?

My apologies. I meant to say Addenum 2, not Addendum 4.
