API 653 applicable edition

Hi, I have a query on API 653.
If I am currently inspecting a tank built to API-650, which edition of API-653 should I use for inspection and repair?
Should I use the latest edition of API-653?

Most API Standards will refer to other relative standards in their preface and/or opening sections.

Common Sense tells us that the latest available standard should be used. Although a purchase orders conditions may state otherwise.

You are expected to follow the latest edition of the standard unless if the client requirement is a different edition.

As the honorable HTURKAK said, you inspect per the latest edition of API 653.

I would evaluate the tank to the latest edition of API 650 and also to the standard that the tank was built to (or repaired). If there are meaningful differences between the current API 650 and the standard that the tank was built to (or repaired), bring those issues to the attention of the owner especially if they are safety or performance related.

In the case of conflicts between the requirements of API 653 and the as-built standard (API 650
or its predecessor API 12C), API 653 governs.

If the as-built standard is unknown, use API 650 in effect at the time the tank was built (or repaired). If the date the tank was built (or repaired) is unknown, use the current edition of API 650.
