Section 5.9.6, Top Wind Girder, applies to open-top tanks only.
Section 5.9.7, Intermediate Wind Girders, applies to both open-top and fixed-roof tanks.
Note that most tanks won't actually require intermediate wind girders, but still require the check for them.
