API 650 What is self-anchored tanks ? 1

Hi,

I'm not sure what exactly is the difference between a self-anchored tanks AND Mechanical anchor, any one can help ?
 
Self anchored tanks are anchored by their own weight against overturning and friction against sliding, they have no mechanical connection to the foundation. Mechanically anchored tanks are mechanically connected to the foundation through anchor bolts or less commonly anchor straps.
 
Some people get alarmed upon hearing the term "unanchored", so the term "self-anchored" was invented to indicate that they aren't going to blow away.
 
Talking about blowing away,

When the loading liquid reaches the inside of a empty tank, sometimes its speed and pressure causes a blow. Is that blow sufficient to change the overturning calculations?
