API 650 Appendix P

Appendix P discusses the allowable external loads on tank shell openings. The first paragraph states that P.2 discusses limit loads and that P.3 discusses allowable stresses. The latest edition of 650 has removed P.3 in its entirety, but does not compensate for the lack of allowable stresses anywhere.

I am fairly new to the industry and was wondering if there are journals or articles that discuss allowable stresses for this particular application. I feel that simply using the limit states in P.2 is not adequate for a full design.

P.3 is nomenclature part which reference table P1 . ASTM and ASME II has good information to give you also API 650 section2
