API 620: Allowable Stress In Hydro Test Condition

Hi,
In Hydro test case what Value of stress will be used in the thickness formula of 5.10.3.2( equation 16) of API 620. Will it be 1.33*maximum allowable tensile stress(Sts)as mentioned in 5.5.7??.
