Don't know about Ronan point. That was a distinct modular building material - see multiple websites on the issues.
This just looks like a straightforward, if rather unfortunate explosion which has taken out the outer walls which supported the floors which had steel beams running across. If the LH outer wall only had collapsed then the floors would probably still be there.
