Any reason why a layout tech can't fill out and sign an Owners Certificate for the owner?

ESFR System using K16.8 pendent sprinklers discharging at 52 psi in a building 36'-0" high.

I have had very extensive written correspondence with the owner and I know exactly what he wants. Solid pile and rack storage of rubber tires not including laced rubber tire storage, idle wood pallets, non-expanded plastic commodities cartoned and exposed along with Class I through IV commodities.

General warehouse where he wants to store about anything except flammable liquids, expanded plastics and certain metals.

Is there any reason I can't fill out and sign the certificate as the owners representative as long as I have all the correspondence to back it up?
 
It kind of negates the purpose?

If an AHJ were to ask for a copy of it, they might not accept it with your name on it.
