what is the typical subsoil conditions looks like? what is the minimum geophysical needed there to be able to evaluate iquifaction, earthquake effects, etc.?
Note: no time or resources for borings or rock cores?

if you have to core through rock, then is liquifaction really a problem? I would think that auger borings and maybe even existing well logs could provide some good information.
