Antistatic device pertaining to bronze ball valves

Hello,
I would like some help pertaining to why or (and) why not anti-static devices are required on bronze ball valves.
 
Normally, trunion type ball valves with non-metallic sealings need anti-static device. This is to ensure static charges (which accumulate on the ball) being discharged through metallic connection to the ball via anti-static system.
