Another stairway question - maximum height

AS1657 says "unless otherwise approved by the regulatory authority, the head clearance shall be not less than 2000 mm measured vertically from the nosing of the tread."

I have a specific application requiring a stairway/landing at 1500 mm high. Does that mean I cannot design and build it?

To me that is crazy...

Not familiar with AS1657 but would this only apply to the head clearance above the walking stairway surfaces and not to wasted space under landings where nobody walks?

IBC 2003 gives minimum headroom clearance of 80 inches(2032 mm). The minimum clearance shall be maintained the full width of the stairway and landing. Typically no excetions are made if the stairway is part of means of egress. An exception is made in case of spiral stairways where clearance required is 78 inches(1981 mm).

This is purely an access platform to clean out a hopper. No actual access into the hopper it simply sits beside the hopper.

What is the "IBC" forum?

It's difficult to crawl up a stair to avoid hitting your head.

Non-commercial (not public) access for non-routine work, not a fire exit. Not a restricted-access space requiring two exits or a confined-space rescue access. Don't put specifications into the job where they are not applicable. Will the restricted access prevent any work or maintenance from getting done?

Can you move the operating station/control station for the hopper someplace else more convenient or more economical or more profitable (ergometrically and quickly accessible!) to get to? Could you use a remote TV or video to see the restricted stairway hopper point and keep the operators from having to crawl up there to dump the hopper every hour/day/1/2 hour?

But, after saying that, don't keep unneeded restrictions in the way of a new design if there is any way to remove or eliminate the restriction.
