Non-commercial (not public) access for non-routine work, not a fire exit. Not a restricted-access space requiring two exits or a confined-space rescue access. Don't put specifications into the job where they are not applicable. Will the restricted access prevent any work or maintenance from getting done?
Can you move the operating station/control station for the hopper someplace else more convenient or more economical or more profitable (ergometrically and quickly accessible!) to get to? Could you use a remote TV or video to see the restricted stairway hopper point and keep the operators from having to crawl up there to dump the hopper every hour/day/1/2 hour?
But, after saying that, don't keep unneeded restrictions in the way of a new design if there is any way to remove or eliminate the restriction.
