How much should an organization expect invidual plant engineers to generate in cost savings? Should it be expressed on a percentage basis [i.e. 2% cost savings per year] or as a function of individual salaries [i.e. 2 times one's annual salary]?

A few years back I negotiated a raise and control of two departments using this argument. Unfortunately, I didn't keep my notes. If memory serves me, I found this info in an article that was available on Proquest.com (I was an MBA student, so I had free access). I'm almost sure it was based on a percentage of an organization's annual capital and maintenance spending. Something to the effect that an organization could expect x% savings in their capital and maintenance budgets if it had a dedicated plant engineer's position. Somewhere in my office I have the files from the PC I was using at the time. I can't promise you anything, but I will look.
