Anchors with welded plates

An engineer came through the company for a few months and he exclaimed (rather emotionally) that the welded plates on the anchor heads cause lateral cracking in the concrete. There are some plant specifications from the 80's my new superior wants to use with this anchor type. Do you guys have the same opinion? Is there a study that concluded this finding?
 
Section 5.5.3 of the attached document seems to support it. Section 5.5.4 states that if a termination plate is used, it should be small and circular. Keep in the mind the document was written for reciprocating compressors, but I imagine it's useful for most dynamic equipment.
