Presumably the railings need to take some lateral load leading to bending at the post to slab connection. You will struggle to generate much moment capacity with doweled in bars but it depends on the depth of the slab and how deep you can get the dowels in.
 
Thanks. for the dowels, I would epoxy them in and use anchor design equations
