Anchor bolts below grade

I'm designing a plaza canopy. The plaza is composed of concrete paver bricks. The canopy columns are HSS 10x10x1/4. The architect wants the columns to be sticking up out of the paver bricks (he doesn't want to see any concrete pier or base plate). So, the question: has anyone located column anchors below grade in an exterior application such as this? I'm concerned about corrosion of the anchors, base plate, and column.

Back fill it with concrete to below pavers once the column is properly set.

The whole structural assembly is exposed to exterior environment. Galvanise the column, base plate, anchor rods etc. Like frv suggested, encase the base below the pavers in concrete.

It's not unusual: sign bases, gas station canopies, bus shelters, sports field canopies at players' benches, picnic shelters, etc. Galvanizing is preferable but plenty of people cry poor and use paint. Design it for strength & specify the corrosion protection and don't be surprised if someone tries to cut corners.
