you use oversize holes for column base plate anchor bolt.
if anchor bolt is a307 or fm1554 what is it's capacity in shear?
p4-5 of ASD manual does not have capacity for oversize holes for a307

also for oversize holes the connection needs to be slip critical right..
is it ok to use snug tight condition for oversize holes
for column base plate?
in this case, 4 bolts will resist shear right?

The only way you can get slip critical bolts in oversized base plate holes is to tighten against a nut under the plate. For significant force, you would then have to evaluate the bolts for bending.

There are better ways to provide for shear tranfer to the concrete. This topic has been discussed here at length. Suggest you look for other threads which may give you assistance before this is rehashed.
 
If you have shear at the base of the column you should specify plate washers with standard holes between the column base plate and the nut. The plate washers are then field welded to the column base plate. Look at Table 14-2 of the 13th edition Steel Manual for recommended plate washer sizes.
