Analysis of an old in-service civil structure

Dear All,

I have some queries regarding the analysis of an old in-service civil structure. I would appreciate any help on the following:

1. Should loads in load cases be factored for in-service analysis e.g. 1.4*Dead + 1.1*Seismic ? (Please give UBC code references)
2.What is the minimum recommended Factory of Safety for in-service civil structure evaluation? Can it be 1.0 instead of 1.5 (Please give UBC code references)
3.Is there any code which can be referred to for the post-construction analysis/remaining life assessment of in-service civil structures ?
4.What is the preferred method ( ASD or LRFD ) for in-service evaluation of civil structure ?

"Civil structure" applies equally to the neighborhood foot bridge and to the Hoover Dam. Hire going to need to be more specific.

Maybe find an old in-service civil/structural person to look at it.
In the US, most locations will be subject to a local building code, which is probably various newer IBC editions rather than UBC. Usually, you can google the local building departments to find out which edition applies. A local library will likely have copies in their reference section.
The loads, load factors, and load combinations are from IBC, ASCE 7, ACI 318, ACI 350, etc.
Factor of safety is not normally used. But if you mean, can you specify 10,000 lbs as the actual load while knowing it will fail at 10,001 lbs, then no, not a good idea.
I see IBC 2015 references an "International Existing Building Code" but I'm not familiar with it, or alternatives for other structures.
If the structure in question is a bridge, that gets into different codes. Not sure about dams. Nuclear facilities fall under different codes, I believe.
