A ride in Saudi Arabia broke injuring a over 2 dozen people

 
That's horrendous. Looks like the central hub has a fixed stub and the outer tube slides over it and was fixed in place.

All the video etc seems to be the same one and doesn't show the ends very well, but there seems to be two sections of the tube.

Maintenece and inspections are notoriously lax in htis type of industry unfortunately.
 
Sadly, it looks like some of the people on the ride took a direct hit from the counterweight as it swung down and hit the ring with riders.
 
Looks more like the mount's fasteners gave way. The arms appear to be attached to the hub with gussets, and one of them failed.

Watching all the frames slowly at the 11 second point in this video, you can see the flex of the tube as it rotates, and there is a huge chunk of the tube missing where the gusset was located. It appears to me it was not a fastener failure but rather material failure of tube, and the gusset and missing chunk of tube are still attached together.

I don't think we can see any of the structure. The tube is a cosmetic cover. There must be some type of beam inside and that is where the actual failure occurred.
 
Ok it does appear there is steel tube inside of cosmetic cover, and it failed at the end of the gusset bracing. Appears stub tubing remains in between gussets.

From what remains visible from your post, it appears factory 12 seat test unit did not have the gussets and perhaps they were added due to factory test failure? Gussets may have just shifted the failure point location on tube?

The Twist and Sun 24 seat 360 degree is the model with pulled video's and information.

Gusset could have been added scaling 12 seat model to 24 seat?

Failed unit appears to be 24 seat model.

The next video shows yet another version of plate interface design between tube and rotating sleeve interface.
