i'd start with the design information obtained from the mfg. and investigate all process & exchanger data. double check the calcs.
just what underperformance are you referring to? is exchanger new or existing? for new exchanger, i'd start with exchanger designer of record. for existing, could be a fouling problem, depending upon operating temps and fluid properties.
