this guide does not seem to be the same formula for buoyant force on the pipe as what I have in my calculation.
it does not consider the depth of water just the weight of water displaced.

Your OP is incorrect. The buoyant force is applied to the same volume that you use for the weight. Since the density of the footing is more than that of water, it stays put.

I'm having buoyant force mixed up with hydrostatic pressure.
Look at the force at the bottom of footing. It uses the depth of water in the formula.
