We are trying to certify our welders using D1.2 code but alot of the welders are having touble with the root opening which calls for 1/16" max. on tubular groove welds without backing figure 3.29. The material is 6061-t6 3" round tube 1/4" wall thick using 4043 welding rod.Also what kind of wrap around jig should I use and were can I find one.

Can't answer your root opening problem, but as for the jig, if you want a fancy one, the best available is from traingle engineering.
If you want one that works, and usually take a little modification in order to comply with the code, you can find any "Hossfeld" type bender, used for beding ornamental iron and the like.
