We've generally used aluminum or aluminized steel on larger culverts and arches.
I haven't seen any cement mortar lined corrugated steel pipes, although we repaired some unlined corrugated steel pipes by pouring new concrete inverts (taking the necessary precautions to protect stream, etc.)
We have several older bitumious lined corrugated steel pipes which have done okay in general. The bituminous lining may crack and delaminate in places, exposing the steel.
Generally we don't have much HDPE in the right of way. I believe the largest is 48" dia. installed about 5-6 years ago.
Contractor oversight, backfill material, and compaction all would be even more critical with larger diameter HDPE.
