I type in STL and it says it's loaded in the command prompt but no window opens.I have checked and checked my folder location.It will not load any help would be appreciated.

I don't know much about the files that do the dialog box, but could one of them have been deleted or corrupted? I would download a new copy and copy the new files over the old ones and see if that works. The original program uses the shapes from the 9th edition of the AISC and is missing the data on some of the newer shapes. A few years ago I added the shapes from the 13th edition to the data files.

It's possible that the dialog is appearing off screen. Try hitting the <alt><Spacebar> combination, and then M for move. If the dialog is offscreen, you can the use the arrow keys to drive it back into visibility
 
The files need to be in AutoCAD's serach path. Options - Files - Support Files Search Path.
