I have a question regarding AASHTO Standard Specifications, Section 9.15.2.2 - "Stress at Service load after losses have occured". I'm looking for some clarification relating to the final 3 condition.

Based on ACI318-99, I've concluded that final 1 is a crack control criteria and both compression and tensile stresses are checked in the beam. Final 2 limits compressive stresses to control long term creep & deflection issues and tensile stress is not checked.

However, I've been unable to find anything explaining what Final 3 represents. I'm fairly certain that only compressive stresses are checked for this condition. Is this correct.

Any help would be appreciated.
 
The final "3" condition represents service (permanent) condition, and both tensile and compressive stresss should be checked. Please note, that AASHTO doesn't use expression "final 3", so your post is somehow confusing.
As a general comment - is sometimes difficult to apply general building codes to the bridges, as the design approach and theories used could be different.
