AISC equation J10-2 and J10-4

I am trying to design a moment connection and I am going through equations of the AISC 13th edition chapter J10. I have already figured out that there is no way around web doublers for this particular connection. In this instance I am thinking I am going to use a ¾” doubler, I am wondering if I can add the doubler thickness to the equations that require tw (J10-2, J10-4)? This will help with the need for continuity plates and could possibly simplify the connection.
 
Do you have access to AISC design guide 13? I believe that has some information on design of columns with stiffeners and web doulber plates. As far as I know, i thought transverse stiffeners were typically used for web yielding issues and doubler plates for web shear issues due to panel zone considerations and such.

As an aside the design guide also gives some general ideas on the economy of the stiffening a column versus using a heavier column with no reinforcing. The latter can be more economical in many situations.
